RE: ASF Tentative Agreement
The ASF Negotiations Team met October 16 for our final negotiations session and reached a tentative agreement at 9pm. Many different language/content proposals were exchanged in addition to financial proposals. The Negotiations Team unanimously voted to present the tentative agreement to the membership for ratification. We believe it is a fair settlement that includes a step increase (average 3.0% value) on 1/8/20 and a 1.5% across the board (ATB) increase on 7/8/20 for all returning ASF Members in addition to a $20,000 increase in Professional Development Funds in FY2021 . In order to maximize the length of time of the step increase within the budget targets that we had to stay in, the Negotiations Team agreed to a mid-year step increase so there will be no back pay dating back to 7/1/19. There are also many important language topics surrounding new language for observing religious holidays not included in the contract, increases in vacation balances to the state maximum, honorariums for ASF Members who earn a terminal degree in their career field, and an agreement for a joint workgroup to discuss concerns of additional workload of FLSA Exempt ASF Members. CONTRACT VOTING
Teamsters Local 320 will be mailing a ballot to vote on the contract on October 25 to the home address for each ASF Member. Each campus will be holding informational sessions to discuss the changes to the contract and will have a copy of the proposed updated contract for you to review. All ballots must be RECEIVED via US Mail at the Teamsters Local 320 office by Tuesday, November 12 to be counted. Ballots received after November 12 will not be counted. If you have moved recently, please contact Teamsters Local 320 at 1-800-637-5430 to verify your address they have on file. If you are a member in good standing and have not received a ballot in the mail by Friday, November 1, please contact the Teamsters Local #320 Office at 1-800-637-5430 to verify your membership status and to have a duplicate ballot sent to you.

RATIFICATION SCHEDULE
October 24-November 6: Informational meetings on each campus
October 25-November 12: Voting open for the ASF Contract
November 12: State ASF Board of Directors conference call to certify the vote (4:30pm)
November 20: Minnesota State Board of Trustees vote to approve the contract*
*After the Board of Trustees approves the contract, then it gets sent to the Joint Subcommittee on Employee Relations of the Minnesota Legislature for approval.
